The Houston City Council established the Houston Housing Authority in response to federal and state housing legislation, with a mission to provide safe, affordable homes for low- and moderate-income families and individuals.
The first housing developments opened, followed by rapid expansion. More than 1,500 housing units were built during the 1940s and 1950s.
While public housing construction slowed in the 1960s, growth surged again in the 1970s and 1980s with the development of an additional 1,500 units.
The Housing Choice Voucher Program (Section 8) launched in 1975, expanding housing options across the city. Homeownership programs followed in 1995, supporting long-term stability.
A new era of development began with the construction of approximately 2,000 quality affordable housing units and continued expansion of voucher assistance.
Today, the Housing Alliance HTX supports more than 60,000 Houstonians, including families in public housing, voucher-assisted households, and veterans experiencing homelessness—continuing a legacy of service and opportunity.
