What is the Housing Choice Voucher Program?

The Housing Choice Voucher Program (formerly Section 8) helps low-income families afford rental housing in the private market. Participants receive a voucher that can be used for apartments, duplexes, townhomes, or single-family homes. In some cases, vouchers may also be used toward homeownership.

How does the program work?

Participants find a rental unit where the owner agrees to participate in the program. The unit must meet health and safety standards set by the Houston Housing Authority. HHA pays a portion of the rent directly to the landlord, and the participant typically pays about 30% of their monthly income.

What are the income requirements?

Income limits are set by HUD and based on household size and the Houston area median income. Only applicants who fall within these limits are eligible.

I received a lottery postcard. What should I do next?

Keep the postcard in a safe place. When your lottery number is selected, you will receive a Housing Choice Voucher packet by email with instructions and required forms to complete and return by the stated deadline.

Does being selected guarantee I will receive a voucher?

No. Selection allows HHA to verify eligibility. A voucher is issued only after all program requirements are met and eligibility is confirmed.

You will complete eligibility documents, attend a briefing on voucher use, and undergo required background screenings. Eligible applicants are issued a voucher after the briefing.

Most participants pay approximately 30% of their adjusted monthly income toward rent. HHA pays the remaining approved amount directly to the landlord.

Voucher amounts are based on household size and HHA payment standards, which are updated annually to reflect market conditions.

What if my address or household information changes?

You must notify HHA in writing of any changes. Applicants can update information through the secure Applicant Portal. Failure to update information may result in removal from the waiting list.

Can I move with my voucher (Portability)?

Yes. Voucher holders may transfer their voucher to another city or port into Houston. Your current housing authority must initiate and submit all required documentation to HHA.
