Program Overview

The Family Self‑Sufficiency (FSS) Program is a voluntary HUD initiative that helps Housing Choice Voucher and public housing participants increase earned income and reduce reliance on public assistance through goal‑oriented case management and supportive services. As participants’ earnings grow, a portion of the increased rent is deposited into an interest-bearing escrow savings account, which they can receive upon successful program completion.

Eligibility
  • Must currently receive rental assistance through Housing Choice Voucher or Public Housing
  • Household members listed on the lease may participate
  • Employment is not required to enroll
  • Must attend orientation and respond to Houston Alliance Houston communications
  • Prior participants terminated for non-compliance may be ineligible
  • Public Housing residents are eligible, except for the HCV Homeownership component
