Program Overview

Homeownership Program allows eligible voucher holders enrolled in the Family Self-Sufficiency (FSS) Program to use their voucher to purchase a home instead of renting. The program supports first-time homebuyers on the path to long-term stability and ownership.

  • Eligibility
  • Current Housing Choice Voucher holder enrolled in the FSS Program
  • First-time homebuyer (no homeownership in the past three years)
  • At least one year of continuous full-time employment
  • Household income at or below 80% of AMI
  • For elderly or disabled participants, disability or welfare income may count
  • In good standing with current landlord and voucher requirements
  • Minimum credit score of 640
  • At least $1,000 in personal savings
  • Preference given to families enrolled in FSS for 12 months or more
  • Two years of continuous employment or self-employment preferred, unless elderly or disabled
