Program Overview

The Section 3 Program ensures that recipients of HUD funding provide job training, employment, and contracting opportunities to low-income individuals, particularly those residing in public and assisted housing. The program promotes economic opportunity and local workforce participation by prioritizing Section 3 workers and businesses in HUD‑assisted projects.

  • Assistance in pursuing Section 3 job openings and training
  • Workforce and customized skills training support
  • Technical help for businesses to pursue HHA contracts
  • Micro‑enterprise and educational grants (up to $1,500 per lifetime)
  • Outreach and early notice of jobs and contracting opportunities

Eligibility
  • Live in Public Housing or Section 8‑assisted housing
  • Annual or annualized income at or below HUD’s low‑income limit (80% AMI), based on individual income
  • Employed by a Section 3 business concern
  • YouthBuild participant
