Choice Neighborhoods grant details and purpose
The Third Ward Choice Neighborhoods Initiative ensures Cuney Homes residents receive clear options and dedicated support throughout redevelopment. No resident will be displaced without relocation counseling, covered moving costs, and at least three comparable housing choices. Residents may relocate temporarily within the Third Ward, move to another Housing Alliance HTX community, or use Tenant Protection Vouchers in the private market.
A phased, build-first approach prioritizes stability by allowing residents to move into newly constructed homes before demolition begins. All replacement housing will be modern, energy-efficient, and located within the Third Ward—preserving the opportunity to remain connected to the historic community.
The initiative advances economic inclusion by committing at least 25% of total labor hours to Section 3 workers, including a minimum of 5% targeted Section 3 workers—creating meaningful employment opportunities for local residents.
Third Ward Choice is guided by a resident-driven framework centered on Housing, People, and Neighborhoods, ensuring redevelopment is paired with services, engagement, and long-term opportunity.
Housing Alliance HTX, in partnership with the City of Houston, led extensive resident and stakeholder engagement—including meetings, focus groups, and assessments—to shape redevelopment priorities and neighborhood improvements.
Third Ward Choice is supported by a $50 million HUD Choice Neighborhoods Implementation Grant, alongside coordinated public and private investments focused on revitalizing Cuney Homes and the surrounding Third Ward.
